North Lake Condominium Association

Committee Development Program

 

The Committee Program was developed in May of 2016.  The purpose of this program is to stimulate engagement with the members of North Lake Condominium Association (NLCA) and to provide the human capital to effectively manage a complicated asset.  Committee success will be driven by competency and success in executing committee functions.

The Board of Directors of NLCA is forming a committee structure to help support organization goals.  It is desired that committees publish a regular meeting schedule; and generally, meet monthly except during Holiday seasons.  The Board wants committees to report on their meetings by the 10th of each month; and to provide Board of Directors agenda items by the third Wednesday of each month.  Committee members can participate via conference call, and committee chairs will be called upon to acquire and publish a free conference call phone-in process.

 

Below is a listing of the NLCA Committee’s.  If you are interested in joining a committee, please contact the Committee Chairperson,or another member of the committee for additional information.

 

 

Architecture Committee

Mission: Stimulate quality real estate development that enhances value, appearance, and quality of life on the lake in a consistent manner.

Job Description:

·         Create and refine an architecture review process for any new development as defined in the Declaration of Covenants and local building codes, where applicable.

·         Manage the architecture review process.  Consult the Board for complicated designs or interpretations.

·         Monitor changes in architecture design and construction techniques and advise the Board on impacts and implications to Association policies.

·         Monitor property management by members for their own properties and advise the Board of infractions of policies and rules for property management and property appearance.

·         Prepare an Annual Budget for committee actions to the Board and effectively manage the budget as approved.

Boating Rules and Safety Committee

Mission:  Optimize the safe and quiet enjoyment of NLCA members and their guests.

Job Description:

·         Develop, manage, and enforce safety policies, including but not limited to:

o   Boats and watercraft.

o   Automobiles.

o   ATV’s, motorcycles, and off-road vehicles.

o   Use of common areas.

·         Develop and manage programs and policies for security of the property, including crime prevention.

·         Develop and manage programs and policies for so-called Acts of God events such as weather events, flooding, or fire.

·         Consult the Board of Directors on major infractions, complicated interpretations of policy; or in making recommendations to amend and change official rules or legal documents as they relate to Safety and Security.

·         Prepare an Annual Budget for committee actions to the Board and effectively manage the budget as approved.

Social Committee

Mission:  Organize and execute quality social events that enhance the social life of Association members.

Job Description:

·      Organize the annual July 4thCelebration.

·      Organize other social events such as the Summer Kick-Off Party as instructed by the 

Board, or as desired by Association members.

·      Committee will effectively manage the budget as approved by the board.

Maintenance Committee

Mission:  Develop and execute programs and policies that maintain Association properties, and conserve biodiversity and natural habitat.

Job Description:

·         Manage the maintenance and repair of Association common areas.

·         Negotiate and facilitate management plans for major assets with vendors and monitor the performance of contracts and bids let for such purpose.

·         Develop and execute programs that optimize fish habitat and sport fishing success in the lake properties.

·         Facilitate safety and security plans with the Safety Committee that optimize the maintenance of common area properties.

·         Facilitate architectural management plans with the Architecture Committee that elevate and improve the appearance of member properties in the Association.

·         Advise the Asset Management Committee on longer term issues and opportunities, as well as longer term risks for Association property and common areas.

·         Prepare an Annual Budget for committee actions to the Board and effectively manage the budget as approved.

Asset Management Committee

Mission:  Address Land Use and Asset Management for major Association assets and coordinate the management of such assets with other committees and the Board of Directors.

Finance Committee

Mission:  Ensure the long-term solvency and financial security of the Association, while optimizing return on financial assets, on such basis that minimizes the cost to members.

Job Description:

·         Develop an Annual Operating Budget from the input of Committees and the Board of Directors that is approved by members.

·         Ensure that Capital Reserves can meet the operating and development requirements of the Association and its properties.

·         Manage cash flows effectively in conjunction with Association management.

·         Invest long term funds in such manner that safely optimizes returns on investment.

·         Engage collection efforts and prosecute defaults as allowed by law and the Declarations and By-Laws of the Association.

·         Minimize the property tax burden on the Association and its members by vigorously applying laws and ordinances.

·         Ensure that actual expenditures in a Budget Year align to the Budget approved by members.

·         Advise the Board of Directors on longer term issues and opportunities, as well as longer term risks for Association members.
